- Segundo. Declarar EXEQUIBLE el parágrafo único del artículo 42 de la Ley 80 de 1993, bajo el entendimiento de que los traslados presupuestales internos a que se refiere dicha norma, se efectúen afectando exclusivamente el anexo del decreto de liquidación del Presupuesto.
