- R E S U E L V E :
- Declarar exequible el articulo 42 del Decreto 2651 de 1991, bajo el entendido de que para la aplicacion de todas y cada una de las sanciones en el previstas deberan observarse estrictamente las reglas del debido proceso, especificamente las que contempla el Decreto 1888 de 1989 o las normas que lo modifiquen o adicionen y agotarse las instancias disciplinarias que determine la Constitucion y la Ley.
