RESUELVE
Declarar EXEQUIBLES los artículos 15 literal a) y b); 16 literal b), c) y d); 17 literal a); 18 literales a) y b); 19 literales c) y d); 20 literal b); artículo 21 literal b); 27; 31 literales c), d) y e); 32 literales a), b), d), e) y f); 34 literal a); 35 literal a); 36 literal a) y 37 literal a) de la Ley 4ª de 1990, pero únicamente por las razones expresamente estudiadas en esta sentencia, esto es, por cuanto ellas no violan el artículo 278 ordinal 1º de la Constitución, ya que no desconocen la competencia propia del Procurador de desvincular, previa audiencia y mediante decisión motivada, a los funcionarios públicos en determinados casos.
