Primero. Declárase INEXEQUIBLE la expresión "salvo en los regímenes e instituciones excepcionadas (sic) en el artículo 279 de esta ley", contenida en el parágrafo del artículo 35 de la ley 100 de 1993.
Segundo. Esta sentencia tendrá efectos hacia el futuro. Es decir, aquellos pensionados que resulten beneficiados, en abstracto, con la declaración de inexequibilidad, podrán solicitar que se les aplique el beneficio que establece el parágrafo del artículo 35 de la ley 100 de 1993, a partir de la notificación de esta sentencia, y el derecho al reajuste sólo se causará desde el día en que se presente la solicitud correspondiente.
