Primero. REVOCAR la sentencia dictada el 2 de marzo de 2001 por el Juzgado Doce Civil del Circuito de Barranquilla, mediante la cual denegó la acción de tutela formulada por Norma Graciela Navarro Tovar, para en su lugar TUTELAR sus derechos al trabajo y al mínimo vital.
Segundo. ORDENAR, en consecuencia, al Presidente del Concejo y al Secretario de Hacienda Distritales de Barranquilla que, dentro del término de cuarenta y ocho (48) horas siguientes a partir de la notificación de esta providencia, en el ejercicio de sus respectivas competencias, inicien los trámites y gestiones presupuestales necesarios, si es que no los han hecho ya, para obtener los recursos que permitan garantizar el pago de los salarios que se le adeudan a la demandante, sin que el pago efectivo de los mismos pueda superar los quince (15) días calendario.
Tercero. ORDENAR que por Secretaría General se dé cumplimiento a lo previsto en el artículo 36 del Decreto 2591 de 1991.
