PRIMERO. REVOCAR el fallo proferido por el Tribunal Superior del Distrito Judicial de Santa Rosa de Viterbo, Sala de Decisión Civil Familia Laboral, el 22 de febrero de 2001, por las razones expuestas en la parte motiva.
SEGUNDO. CONCEDER la tutela interpuesta por el señor EDGARDO ALVAREZ CASTRO y ORDENAR que en el término de cuarenta y ocho (48) horas siguientes a la comunicación del presente fallo, el Seguro Social requiera al Fondo Territorial de Pensiones del Departamento de Boyacá a concurrir en el pago de la pensión de invalidez del actor, para que en el menor tiempo posible se emita y cancele el bono pensional.
TERCERO. ORDENAR al Instituto de Seguros Sociales de Boyacá que una vez reciba la comunicación sobre el cumplimiento al anterior numeral; proceda dentro de las 48 horas siguientes a proferir el acto administrativo que decida de fondo sobre la solicitud de pensión de invalidez.
CUARTO. LÍBRESE por Secretaría las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
