Primero. REVOCAR la sentencia proferida por el Juzgado
Octavo. Laboral del Circuito de Medellín el 2 de junio de 1998, en cuanto denegó las pretensiones de la tutela y en su lugar CONCEDER la tutela a la Señora LUZ ELVIRA GUADALUPE BERRÍO ALZATE, sobre sus derechos de petición y debido proceso, vulnerados por la actuación atribuida al INSTITUTO DE LO SEGUROS SOCIALES, SECCIONAL ANTIOQUIA.
Segundo. ORDENAR al Instituto de los Seguros Sociales, Seccional Antioquia, que en el término de 48 horas contadas a partir de la notificación del fallo, proceda a resolver el recurso de apelación concedido a la actora mediante la Resolución 4747 de 1997.
Tercero. HACER un llamado de atención a la entidad demandada para que a futuro evite cometer actos como los que dieron lugar a la presente acción de tutela, y que de ésta forma cumpla con los principios que la Constitución Política en su artículo 209 le ha señalado.
Cuarto. LÍBRENSE por Secretaría, las comunicaciones de que trata el artículo 36 del decreto 2591 de 1991.
