PRIMERO. REVOCAR la sentencia proferida por el Juzgado Civil del Circuito de Roldanillo (Valle del Cauca) el veintisiete (27) de octubre de mil novecientos noventa y cinco (1995), al resolver sobre la acción de tutela instaurada por Luz Mery Jaramillo Ruiz.
SEGUNDO. CONCEDER la tutela del derecho fundamental de petición a Luz Mery Jaramillo Ruiz; en consecuencia, SE ORDENA al alcalde del municipio de Bolívar (Valle del Cauca) resolver, en el improrrogable término de cuarenta y ocho (48) horas, contadas a partir de la notificación de esta sentencia, la peticiones presentada por la actora.
TERCERO. DENEGAR la tutela del derecho de propiedad.
CUARTO. LIBRENSE, por Secretaría, las comunicaciones previstas en el artículo 36 del decreto 2591 de 1991 para los efectos allí contemplados.
