- Primero. Confirmar la sentencia del veinticuatro (24) de abril de mil novecientos noventa y siete (1997), proferida por la Seccion Segunda del Consejo de Estado y por medio de la cual se rechazo por improcedente la accion de tutela intentada por Florentino Noguera Ramirez, en contra de la Capitania de Puerto del Distrito de Santa Marta.
- Segundo. Librar por Secretaria las comunicaciones de que trata el articulo 36 del decreto 2591 de 1991, para los efectos alli contemplados.
