- PRIMERO. REVOCAR la providencia del Tribunal Contencioso Administrativo de Bolivar del doce (12) de febrero de mil novecientos noventa y dos ( 1992), por las razones expuestas en la sentencia, y en su lugar
- SEGUNDO. ORDENAR a las Empresas Publicas de Cartagena la terminacion de la construccion del alcantarillado del barrio Vista Hermosa. Dicha terminacion debera llevarse a cabo dentro de un plazo razonable que no exceda de tres meses. Mientras ello ocurre debe adoptar, inmediatamente, medidas provisionales idoneas, encaminadas a la cesacion de las molestias y perjuicios que se estan ocasionando a los habitantes del barrio.
- TERCERO. En todos aquellos casos similares al presente por sus hechos o circunstancias, siempre que se dejen obras inconclusas que afecten la salubridad publica, la doctrina constitucional senalada en esta sentencia tendra caracter obligatorio para todas las autoridades, en los terminos del articulo 33 del Decreto 2591 de 1991
- CUARTO. ORDENAR que por Secretaria se comunique esta providencia al Tribunal Administrativo de Bolivar , en la forma y para los efectos previstos en el articulo 36 del Decreto 2591 de 1991.
