- Primero. REVOCAR por las razones expuestas en esta providencia, la sentencia proferida por el Consejo de Estado, Sala de lo Contencioso Administrativo, Sección Quinta. Y en su lugar, CONFIRMAR la sentencia del día veintitrés de octubre de dos mil uno, proferida por el Tribunal Administrativo de Cundinamarca, Sección Segunda.
- Segundo. PREVENIR al Congreso de la República, para que evite desatender sus obligaciones con la esposa e hijos del senador Luis Eladio Pérez Bonilla.
- Tercero. Por Secretaría líbrese la comunicación de que trata el artículo 36 del Decreto 2591 de 1991.
