- Primero. Ratificar en todas sus partes lo resuelto por el Honorable Tribunal Administrativo de Bolivar, Sala Plena, en Sentencia del cinco (5) de febrero de mil novecientos noventa y tres (1993) sobre la accion de tutela intentada por el ciudadano Luis Daniel Vargas Sanchez en representacion del senor Lubin Gerardo Pardo Canon, contra el senor Alcalde Mayor de Cartagena de Indias.
- Segundo. Ordenar que por medio de la Secretaria General de la Corte Constitucional se comunique esta providencia al Tribunal Administrativo de Bolivar y al Alcalde Mayor de Cartagena de Indias, en la forma y para los efectos previstos en el articulo 36 del Decreto 2591 de 1991.
