- Primero. REVOCAR la providencia proferida el dia 21 de julio de 2003, por el Tribunal de lo Contencioso Administrativo de Caldas.
- Segundo. CONCEDER la accion de tutela interpuesta por Jhon Jairo Osorio Cardona contra la Defensoria del Pueblo regional Caldas.
- Tercero. ORDENAR a la entidad demandada que dentro de las setenta y dos horas siguientes a la notificacion de esta providencia, designe un defensor publico que ejerza la defensa tecnica del accionante.
- Cuarto. Por Secretaria, librese la comunicacion prevista en el articulo 36 del Decreto 2591 de 1991.
