Primero. REVOCAR la sentencia del 14 de agosto de 1998, expedida por la Seccion Cuarta de la Sala de lo Contencioso Administrativo del Consejo de Estado.
Segundo. CONCEDER la tutela del derecho fundamental a la educacion del senor Jhon Jairo Sanchez Fuentes. En consecuencia se ordena al Rector de la Universidad la Gran Colombia Seccional Armenia (Quindio), que de plena validez a los examenes ya presentados y proceda a realizar al accionante, en el termino improrrogable de las 48 horas siguientes a la notificacion de este fallo, la habilitacion correspondiente a la materia de Contratacion Administrativa, si a ello hay lugar.
Tercero. LIBRENSE por la Secretaria General de esta Corporacion, las comunicaciones de que trata el articulo 36 del decreto 2591 de 1991.
