  1. en nombre del pueblo y por mandato de la Constitución Nacional,
  2. R E S U E L V E :
  3. PRIMERO. Declarar exequible el artículo 114 del Decreto-ley 041 de 1994, salvo la expresión "y personal del nivel ejecutivo", sobre la cual se ordena estar a lo resuelto en la sentencia C-417 del 22 de septiembre de 1994.
  4. SEGUNDO. Declarar exequibles los artículos 14 en lo demandado, 352, 353, 354 y 355 del Decreto-ley 2550 de 1988.
