- Declarar EXEQUIBLES las siguientes expresiones contenidas en los articulos 24, 25, 28 y 29 de la Ley 80 de 1993:
- a) La expresion "la escogencia del contratista se efectuara siempre a traves de licitacion o concurso publico", contenida en el numeral 1deg del articulo 24.
- b) La expresion "En las normas de seleccion y en los pliegos de condiciones o terminos de referencia para la escogencia de contratistas", contenida en el numeral 1deg del articulo 25.
- c) La expresion "relativas a los procedimientos de seleccion y escogencia de contratistas", contenida en el articulo 28, y
- d) La expresion "los factores de escogencia, tales como cumplimiento, experiencia, organizacion, equipos, plazo, precio y la ponderacion precisa y detallada y concreta de los mismos, contenida en los pliegos de condiciones o terminos de referencia", contenida en el inciso 3deg del articulo 29.
