- en nombre del pueblo y por mandato de la Constitucion,
- RESUELVE:
- Declarar EXEQUIBLE el Articulo 19 del Decreto 111 de 1996, que incorporo materialmente el art. 6o de la ley 179 de 1994, bajo el entendido de que los creditos a cargo del Estado, bien sean que consten en sentencias o en otros titulos legalmente validos, deben ser pagados mediante el procedimiento que indica la norma acusada y que transcurridos 18 meses despues de que ellos sean exigibles, es posible adelantar ejecucion, con embargo de recursos del presupuesto -en primer lugar los destinados al pago de sentencias o conciliaciones, cuando se trate de esta clase de titulos- y sobre los bienes de las entidades u organos respectivos.
