- PRIMERO. Por ausencia de concepto de violacion, declarase INHIBIDA para conocer de la inconstitucionalidad del articulo 8o. en la parte que dice:
- "Los principios del sistema presupuestal son: la planificacion; la anualidad; la universalidad; la unidad de caja; la programacion integral; la especializacion; el equilibrio..."
- SEGUNDO. SON EXEQUIBLES los articulos 8deg, en la parte que dice: "y la inembargabilidad", y 16 de la Ley 38 de 1989; y ademas, en tratandose de creditos laborales, entendidos dichos textos conforme a los dos ultimos parrafos de la parte motiva de esta sentencia.
