DECLARAR EXEQUIBLE el numeral 2 del artículo 39 del Código de Procedimiento Civil, modificado por el numeral 14 del artículo 1 del Decreto 2282 de 1989, expedido por el Presidente de la República, en ejercicio de las facultades extraordinarias que le confirió la ley 30 de 1987, conforme a las consideraciones formuladas en esta providencia.
