Se dictan normas sobre filiación y se crea el instituto colombiano de bienestar familiar.
Reconocimiento de hijos por manifestacion expresa y directa hecha ante un juez.
Inhibición de la corte por ausencia de cargos especificos y por pedir que se supla una omision legislativa absoluta de considerar todos aquellos casos en los cuales un funcionario o una persona a pesar de no ser juez deberia ser investido de la facultad de poder recibir el reconocimiento de un hijo mediante manifestación expresa y directa.
