PRIMERO. Declarar EXEQUIBLES los articulos 1, 2, 3 y 26 del Decreto Legislativo 2238 de 1995, salvo los siguientes apartes que se declaran INEXEQUIBLES: a) La expresion "impartir directrices de caracter general sobre las actividades de dichos organismos", del literal B, del articulo 2deg; b) La expresion "directrices y" del literal I del mismo articulo; c) El literal O, tambien del articulo 2deg; y, d) La expresion "Y deroga y subroga las disposiciones que le sean contrarias", del articulo 26.
SEGUNDO. Declarar INEXEQUIBLES los articulos 4 a 25 del Decreto Legislativo 2238 de 1995.
