Revocar los fallos adoptados por el Consejo Seccional de la Judicatura de Cundinamarca y el Consejo Superior de la Judicatura, dentro de la accion de tutela instaurada por Rafael Antonio Salamanca contra la Sala de Decision Civil del Tribunal Superior de Bogota compuesta por los Magistrados Carlos Julio Moya Colmenares, Humberto Alfonso Nino Ortega y Manuel Jose Pardo Caro; en su lugar, rechazar por improcedente la accion, de acuerdo con las razones expuestas en la parte motiva de esta providencia.
