PRIMERO. REVOCAR la sentencia proferida el 8 de Mayo de 1992 por el Tribunal Superior del Distrito Judicial de San Gil en el proceso de tutela promovido por Elvia Vero Barragan contra el Director Regional del Hospital de San Juan de Dios de San Gil.
SEGUNDO. Por las razones expuestas en la parte motiva de esta providencia, ORDENAR al director del Hospital Regional San Juan de Dios la cancelacion inmediata de toda suma de dinero debida a la peticionaria por concepto de las mesadas de su pension de jubilacion causadas hasta la fecha, asi como el pago oportuno de las mismas en el futuro.
TERCERO. En todos aquellos casos similares al presente, por sus hechos o circunstancias, siempre que se incumpla la obligacion de pagar oportunamente las mesadas causadas de pensiones de jubilacion, la doctrina constitucional enunciada en esta sentencia tendra CARACTER OBLIGATORIO para las autoridades, en los terminos del articulo 23 del Decreto 2067 de 1.991.
CUARTO. Ordenar que por Secretaria se comunique esta providencia a la Sala Civil del Tribunal del Distrito Judicial de San Gil en la forma y para los efectos previstos en el articulo 36 del decreto 2591 de 1.991.
