Derecho al debido proceso dentro del tramite de accion de reparacion directa tramitada inicialmente por el tribunal contencisos admnistrativo de caldas en el que se demanda al ministerio de defensa policia nacional por la muerte de un ciudadano en el municipio de chinchina por la negativa a atender la solicitud de ratificacion de testimonios como prueba trasladada en el proceso penal y disciplinario.
Solicita se declare la nulidad de la sentencia dictada por el tribunal de descongestion para que el fallo lo dicte el tribunal administrativo de caldas.
La legitimacion en los tramites de tutela.
Se advierte la ausencia de poder conferido al litigante que dice actuar en representacion y ante la ausencia de poder para actuar se erige tal omision en una circunstancia que le impide al juez constitucional pronunciarse sobre el fondo del asunto planteado.
