- PRIMERO. REVOCAR la sentencia del Consejo de Estado del 14 de Diciembre de 1993 y, en su lugar, CONFIRMAR, por las razones expuestas, la sentencia del Tribunal Contencioso Administrativo del Valle del Cauca, Sección Primera, del 2 de noviembre de 1993.
