- Primero. CONFIRMAR en su integridad el fallo proferida por la Subseccion "B" de la Seccion Segunda del Tribunal Administrativo de Cundinamarca.
- Segundo. TUTELAR El derecho de peticion conculcado a la senora Luz Marina Benitez Solano. y ORDENAR, a CAPRECOM para que en el termino perentorio de cuarenta y ocho (48) horas proceda a dar respuesta a las peticiones radicadas el 21 de mayo de 1995 y 14 de agosto de 1996 por parte de la aqui demandante.
- Tercero. COMUNICAR al Tribunal Administrativo de Cundinamarca, para los efectos contemplados en el articulo 36 del Decreto 2591 de 1991
