Su médico tratante le diagnosticó Dermatomicosis pierna izquierda y lo remitió a valoración por dermatología.
Este servicio fue negado por no encontrarse incluido en el Plan Obligatorio de Salud.
La Sala de Revisión se pronunció sobre el derecho a la salud de la población desplazada y su protección especial y la reiteró jurisprudencia sobre la procedencia de la acción de tutela para obtener el suministro de prestaciones excluidas del POS.

- Primero. REVOCAR la sentencia proferida por el Juzgado Promiscuo Municipal de Ulloa, Valle del Cauca, en octubre 26 de 2010, mediante la cual nego la tutela incoada por Luis Albeiro Morales Marin, que en su lugar se dispone CONCEDER, en defensa de sus derechos fundamentales a la seguridad social, la salud y la vida digna.
- Segundo. ORDENAR a Caprecom EPS-S, por conducto de su representante legal o quien haga sus veces, que si aun no lo ha realizado, dentro de las cuarenta y ocho (48) horas siguientes a la notificacion de esta sentencia, autorice la evaluacion medica a Luis Albeiro Morales Marin por especialista en dermatologia y que se le realicen todos los examenes sugeridos en el tramite de la accion de tutela por la medica Martha Teresa Lopez Silva, de la E.S.E. Hospital Local Pedro Saenz Diaz de Ulloa, Valle del Cauca, con el subsiguiente tratamiento integral a que haya lugar, segun se disponga medicamente.
- Tercero. Librese por Secretaria General la comunicacion de que trata el articulo 36 del Decreto 2591 de 1991, en la forma y para los efectos alli contemplados.
