- R E S U E L V E :
- PRIMERO. REVOCAR la Sentencia proferida por la Sala de lo Contencioso Administrativo del Consejo de Estado rechazando la tutela solicitada por la sociedad "El Gran Sol Ltda" , y en su lugar negarla por las razones expuestas en esta sentencia.
- SEGUNDO. COMUNICAR a traves de la Secretaria General de la Corte Constitucional el contenido de esta sentencia a la Sala de lo Contencioso Administrativo del Consejo de Estado, al Tribunal de lo Contencioso Administrativo de Sucre y a la peticionaria de la presente tutela.
