- Primero. REVOCAR la Sentencia proferida por la Seccion Quinta de la Sala de lo Contencioso Administrativo del Consejo de Estado el veintinueve (29) de septiembre de 1994, respecto de la accion de tutela instaurada por la sociedad "Publicidad Tea Ltda".
- Segundo. CONCEDESE la tutela solicitada y, en consecuencia, ORDENASE a la Administracion de Impuestos y Aduanas Nacionales de Medellin que, a mas tardar dentro de las cuarenta y ocho (48) horas siguientes a la notificacion de este fallo, resuelva de manera clara, fundada y completa sobre la peticion formulada por la compania "Publicidad Tea Ltda" el 21 de abril de 1994.
- Tercero. REMITASE copia de esta providencia a la Procuraduria General de la Nacion para lo de su cargo.
- Cuarto. LIBRESE la comunicacion prevista en el articulo 36 del Decreto 2591 de 1991.
