Primero. REVOCAR la sentencia proferida por el Tribunal Administrativo del Cesar, el pasado diecinueve de diciembre de mil novecientos noventa y siete dentro de la acción de tutela de la referencia.
Segundo. CONCEDER la tutela impetrada. En consecuencia, se ordena al Alcalde Municipal de Astrea Cesar que dentro de las cuarenta y ocho (48) horas siguientes a la notificación de esta providencia, proceda a reanudar los pagos de los salarios adeudados a los actores JOLMAN LUIS BELEÑO ROCHA, DAIRIS NUÑEZ GONZÁLEZ, YOISY NIETO MARTÍNEZ, SANDY C. DELGADO A, JULIAN CARCAMO P., LUCY CARRILLO NUÑEZ, ELKIN JOSÉ CONTRERAS TABARE, IDVER PUELLO ESCAÑO, NORSIS CHAMORRO G, OMAR FLÓREZ G, DIANYS MARTÍNEZ GUTÍERREZ y DOMERIS DAZA CASTRO. En cuanto a los salarios ya causados y no pagados, los demandantes podrán acudir ante la jurisdicción ordinaria para exigir su pago.
Tercero. LÍBRENSE las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
