- en nombre del Pueblo y por mandato de la Constitución,
- R E S U E L V E :
- Primero. ESTARSE A LO RESUELTO en la sentencia C-273 de 1996, en relación con el artículo 2º de la ley 54 de 1983.
- Segundo. DECLARAR INEXEQUIBLE el artículo 3 de la ley 54 de 1983, con excepción de la frase "deróganse los incisos 3 del artículo 31 del Decreto ley 0717 de 1978", que se declara EXEQUIBLE.
- Tercero. DECLARAR INEXEQUIBLE el artículo 4º de la ley 54 de 1983.
