- Primero. DECLARAR EXEQUIBLES la ley 285 de 14 de junio de 1996, "Por medio de la cual se aprueba el tratado sobre traslado de personas condenadas, suscrito entre el Gobierno de la Republica de Colombia y el Reino de Espana, en la ciudad de Madrid, el 28 de abril de 1993", y el tratado mismo, salvo el numeral 3 del articulo tercero, que se declara INEXEQUIBLE.
- Segundo. Comuniquese esta decision al Gobierno Nacional por intermedio de la Secretaria General de la Presidencia de la Republica, y enviesele copia autentica de la misma para los efectos constitucionales previstos en el numeral 10deg del articulo 241 de la Carta Politica.
