- Primero. Declaránse EXEQUIBLES los artículos 44, 50 y 58 de la Ley 413 de 1997, "por la cual se decreta el Presupuesto de Rentas y Recursos de Capital y Ley de Apropiaciones para la vigencia fiscal de 1 de enero al 31 de diciembre de 1998".
- Segundo. Declárase EXEQUIBLE el artículo 59 de la Ley 413 de 1997, bajo el entendimiento de que dicha norma sólo tiene vigencia hasta el 31 de diciembre de 1998, y que, las sustituciones de activos autorizadas en dicha norma, quedan sujetas al control fiscal de la Contraloría General de la República, y a su anotación contable por la Contaduría General de la Nación.
- Tercero. Decláranse INEXEQUIBLES el artículo 52, el artículo 53 y el parágrafo del artículo 55 de la Ley 413 de 1997 "por la cual se decreta el Presupuesto de Rentas y Recursos de Capital y Ley de Apropiaciones para la vigencia fiscal de 1º de enero al 31 de diciembre de 1998".
