- Segundo. Declarar INEXEQUIBLE el artículo 3º de la Ley 344 de 1996. Esta declaración de inexequibilidad sólo tendrá efectos hacia el futuro, a partir de la notificación del presente fallo, y por tanto no afecta las situaciones jurídicas consolidadas en desarrollo del artículo declarado inexequible.
