- primero. del artículo 21 de la ley 344 de 1996 "por la cual se dictan normas tendientes a la racionalización del gasto público, se conceden unas facultades extraordinarias y se expiden otras disposiciones"
- Segundo. Declarar INEXEQUIBLES los incisos 2º, 3º y 4º del artículo 21 de la ley 344 de 1996, y la expresión "o con fundamento en ingresos calculados sin atender lo establecido en el presente artículo", contenida en el parágrafo 2º del mismo artículo.
