  1. Primero. Decláranse EXEQUIBLES los artículos 139 y 248 de la ley 100 de 1993, salvo el numeral 7 del artículo 139 que se declara INEXEQUIBLE.
  2. Segundo. ESTESE a lo resuelto en la sentencia C-255 de junio 7 de 1995, en relación con el numeral 5o. del artículo 248 de la ley 100 de 1993 y el decreto 1298 de 1994, dictado con fundamento en dicho numeral.
  3. Tercero. Decláranse EXEQUIBLES los decretos leyes 656, 1259,1281,1282, 1283, 1284, 1285, 1287, 1288, 1289, 1290, 1291, 1292, 1294, 1295, 1296, 1297, 1299, 1300, 1301, 1302, 1314 de 1994 dictados con fundamento en las facultades extraordinarias concedidas al Presidente de la República, en los artículos 139 y 248 de la ley 100 de 1993, pero sólo en lo que hace referencia a la exequibilidad de las normas que concedieron las facultades extraordinarias para su expedición.
