- R E S U E L V E
- PRIMERO. Declarar EXEQUIBLES los articulos 6 y 7 de la Ley 4a de 1992.
- SEGUNDO. Declarar EXEQUIBLE el articulo 12 de la Ley 4a de 1992 siempre que se entienda que las facultades conferidas al gobierno se refieren, en forma exclusiva, a la fijacion del regimen prestacional de los empleados publicos territoriales, al regimen prestacional minimo de los trabajadores oficiales territoriales y al limite maximo salarial de los empleados publicos de las entidades territoriales.
