Revisión de constitucionalidad del Decreto Legislativo 198 de 1999, por el cual se adiciona el presupuesto general de la Nación para la vigencia fiscal de 1999.
La Corte encontró que el decreto examinado se encuentra conforme a la Constitución Política.
Determinó que las medidas de adición presupuestal estaban directamente encaminadas a conjurar la situación de emergencia, incluyendo la reconstrucción de viviendas, la prevención de epidemias, y la mitigación del desempleo y el hambre.
La Corte reiteró que, durante los estados de excepción, el Presidente tiene la facultad de modificar el presupuesto nacional para enfrentar la crisis de manera urgente.
En consecuencia, se declaró exequible el decreto revisado
