- Primero. Declarar EXEQUIBLE el "Protocolo modificatorio del Acuerdo de Integracion Subregional Andino (Acuerdo de Cartagena de 1997)", hecho en la ciudad de Quito - Ecuador el dia 25 de junio de 1997.
- Segundo. Declarar EXEQUIBLE la Ley 458 de agosto 4 de 1998, "Por medio de la cual se aprueba el "Protocolo modificatorio del Acuerdo de Integracion Subregional Andino (Acuerdo de Cartagena de 1997)", hecho en la ciudad de Quito - Ecuador el dia 25 de junio de 1997.
- Tercero. Ordenar que se comunique la presente decision a la Presidencia de la Republica, al Presidente del Congreso de la Republica y al Ministro de Relaciones Exteriores, para los fines contemplados en el articulo 241, numeral 10, de la Constitucion Politica.
