Civil del Circuito de Barranquilla, que resolvio la demanda de tutela presentada por el ciudadano Francisco Javier de Alba Estren, en contra de la Alcaldia Distrital de Barranquilla, por las razones expuestas en la parte considerativa de esta Sentencia. En su lugar, CONFIRMAR la decision adoptada en primera instancia por el Juzgado
- Quinto. Civil Municipal de Barranquilla.
- Segundo. DESE cumplimiento a lo previsto por el articulo 36 del Decreto 2591 de 1991.
