  1. Primero. LEVANTAR los términos suspendidos dentro del trámite de la presente acción de tutela.
  2. Segundo. REVOCAR el fallo proferido por el Juzgado 16 Civil Municipal de Medellín, por medio del cual se declaró improcedente la acción de tutela instaurada por el señor Norberto de Jesús Tabares Peláez contra la Secretaría de Tránsito de Medellín.
  3. Tercero. DECLARAR la carencia actual de objeto por hecho superado.
  4. Cuarto. PREVENIR a la Secretaría de Tránsito de Medellín para que en adelante sus agentes se abstengan de retener las cédulas de ciudadanía a los conductores, así como las licencias de conducción por el impago de multas.
  5. Quinto. Por Secretaría, líbrese la comunicación prevista en el artículo 36 del decreto 2591 de 1991.
