- Primero. CONFIRMAR los fallos proferidos por el Juzgado 21 Civil del Circuito y la Sala Civil del Tribunal Superior de Santa Fe de Bogotá, por medio de los cuales se concedió el amparo constitucional a ORFA MARINA OVALLE FRANCO.
- ADICIONAR el fallo de segunda instancia en el sentido de advertir a la autoridad demandada que en ningún caso puede supeditar el reconocimiento y liquidación de cesantías parciales a la disponibilidad presupuestal.
- Segundo. DESE cumplimiento a lo previsto por el artículo 36 del Decreto 2591 de 1991.
