- Primero. REVOCAR la sentencia del Consejo de Estado proferida el 21 de mayo de 1998.
- Segundo. TUTELAR el derecho fundamental de petición al ciudadano JORGE ENRIQUE OREJARENA COLMENARES. En consecuencia, se ordena que en el término de cuarenta y ocho (48) horas contadas a partir de la notificación de este fallo, el Gerente de las Empresas Públicas de Bucaramanga, responda las peticiones hechas y ordene la entrega de las copias de los documentos solicitados.
- Segundo. LÍBRENSE por la Secretaría General de esta Corporación, la comunicación de que trata el artículo 36 del decreto 2591 de 1991.
