- PRIMERO. REVOCAR el fallo de 22 de octubre de 1999 proferido por el Tribunal Administrativo de Santander y en su lugar TUTELAR los derechos de la señora ANA FRANCISCA NOREÑA ESTRADA, según se indicó en la parte motiva de la presente sentencia, y, en consecuencia, ORDENAR al Instituto de Seguros Sociales, Seccional Santander, que en el término de cuarenta y ocho horas a partir de la notificación del presente fallo se practique la intervención quirúrgica que el médico tratante indicare, si es que aún no se ha practicado y que se continúe prestándosele la atención debida como cotizante que es.
- SEGUNDO. Por Secretaría líbrense las comunicaciones previstas en el artículo 36 del decreto 2591 de 1991.
