Primero. CONFIRMAR los fallos del Consejo de Estado -Sala de lo Contencioso Administrativo-, Sección Primera y Segunda, de fecha 19 de julio de 2000, mediante los cuales se resolvieron las acciones de tutelas incoadas por Martha Riaño de Velázquez (T-359.056), Hilda Barón de Riaño (T-359.082) y Natividad Monroy Dominguez (T-359.057), contra el Departamento de Boyacá, la Secretaría de Hacienda de Boyacá y la Caja de Previsión Social de Boyacá, por las consideraciones expuestas.
Segundo. Por Secretaría líbrese la comunicación de que trata el artículo 36 del Decreto 2591 de 1991.
