- Primero. CONFIRMAR las sentencias proferidas por la Sala Civil del Tribunal Superior de Medellín y por la Sala Penal del Tribunal Superior de Bogotá.
- Segundo. NO TUTELAR el derecho a participar en la conformación del poder político de los actores Juan de Jesús Callejas Holguín, Silvia Yelaine Jiménez López y Manuel Pérez.
- Tercero. Exhortar a la Registraduría Nacional del Estado Civil para que implemente una política que permita la oportuna prestación del servicio público de cedulación y evite limitaciones al derecho de participación de los ciudadanos en la conformación, ejercicio y control del poder político.
- Cuarto. Por Secretaría, LÍBRESE la comunicación prevista en el artículo 36 del Decreto 2591 de 1991, para los fines allí contemplados.
