R E S U E L V E
PRIMERO. REVOCAR la sentencia del 13 de marzo de 1992, proferida por el Juzgado Civil Municipal de Sasaima, mediante la cual se denegó la tutela solicitada por el señor PEDRO ROMULO GOMEZ PINTOR.
SEGUNDO. CONCEDER la tutela solicitada por el señor PEDRO ROMULO GOMEZ PINTOR y, con el objeto de dar protección inmediata a sus derechos fundamentales de libertad personal, defensa y debido proceso, INAPLICAR PARCIALMENTE los artículos 435 y 436 del Código de Policía de Cundinamarca (Decreto 1889 de 1986), y REVOCAR las resoluciones número 020 del 13 de febrero y 052 del 22 de febrero de 1992, proferidas por el Alcalde especial de Sasaima.
TERCERO. LIBRESE comunicación al Juzgado Civil Municipal de Sasaima, con miras a que se surta la notificación de esta providencia, según lo establecido en el artículo 36 del Decreto 2591 de 1991.
