Primero. RECHAZASE por improcedente la accion de tutela y, en ese sentido confirmase la parte resolutiva de la sentencia del Tribunal Administrativo del Cesar del 10 de septiembre de 1998, pero por las razones consignadas en la presente providencia.
Segundo. LIBRENSE las comunicaciones de que trata el articulo 36 del Decreto 2591 de 1991, para los efectos alli contemplados.
Tercero. Ordenar que se COMPULSEN copia de la presente providencia y del expediente al H. Consejo Superior de la Judicatura -Sala Disciplinaria, para que investigue la actuacion de los abogados EMILIO QUINTERO AARON y ALVARO J. CASTRO CASTRO y de los magistrados CARLOS A. GUECHA MEDINA, JORGE SAADE MARQUEZ y OLGA VALLE DE DE LA HOZ del Tribunal Administrativo del Cesar en lo de su competencia.
