- Primero. CONFIRMAR el fallo de fecha 18 de julio de 1996, proferido por el h. Consejo de Estado, Sala de lo Contencioso Administrativo, Seccion Segunda, Subseccion "A", mediante el cual se denego la accion de tutela interpuesta por el apoderado judicial de CORELCA, contra el tesorero municipal de Montelibano, pero por las razones expuestas en esta providencia.
- Segundo. ORDENAR que por la Secretaria General de esta Corporacion, se comunique esta providencia al Tribunal Contencioso Administrativo de Cordoba, en la forma y para los efectos previstos en el articulo 36 del decreto 2591 de 1991.
