- Primero. Confirmar la Sentencia proferida el 17 de febrero de 2003 por el Tribunal Administrativo del Magdalena y la Sentencia proferida el 30 de abril de 2003 por la Sección Quinta de la Sala de lo Contencioso Administrativo del Consejo de Estado.
